For 1997 and from 2001 to 2015, the global budget reduction was not distributed proportionally across SEO by the Federal Ministry of Education and Research. Therefore, the sum of the breakdown for those years does not add to the total. From 2016 onwards the global reduction is distributed across SEO proportionally.
