Investment expenditure on inland waterways infrastructure: capital expenditure on new inland waterways infrastructure or extension of existing inland waterways, including reconstruction, renewal (major substitution work on the existing infrastructure which does not change its overall performance) and upgrades (major modification work improving the original performance or capacity of the infrastructure) renewal and upgrades or major repairs (repairs improving the original performance or capacity of the infrastructure). Infrastructure includes land, channels and permanent way constructions, buildings, navigation locks, mooring equipment, toll collection installations, as well as immovable fixtures, fittings and installations connected with them (signalisation, telecommunications, etc.) as opposed to IWT vessels. [COVERAGE] Data should include both government and private investment, unless otherwise specified in the country-level metadata. [COVERAGE] Rail infrastructure expenses include investment in urban and suburban railways. Road infrastructure expenses refer to investment carried out by State and municipalities assuming that investment carried out by municipalities is made on roads. Road infrastructure expenses include investment in urban roads, but not in private roads. Inland waterways expenses include investment in the ports on Saimaa waterways which have seagoing transport. Until 2000, inland waterways infrastructure expenses include investment in the ports of municipalities only (excluding waterways, ice breaking etc.). Since 2001, inland waterways infrastructure expenses include investment in the ports of municipalities and in the waterways of state (excluding ice breaking etc.). Since 2015, inland waterways infrastructure expenses do not include investment in some ports as it is no longer mandatory to provide the data to the Finnish Port Association.
