It refers to category M1 of the UN Consolidated Resolution on the Construction of Vehicles. Passenger cars, vans designed and used primarily for transport of passengers, taxis, hire cars, ambulances and motor homes are not included. Light goods road vehicles, motor-coaches and buses and mini-buses/mini-coaches are not included. Microcars (needing no permit to be driven), taxis and passenger hire cars, provided that they have fewer than ten seats, are included.; PASSENGER CARS In 2011 there has been a shift in information about light goods road vehicles where one group was previously included in passenger cars, that creates a break in the series.
