The concept of the public sector used for measurement is the non-financial public sector plus Central Bank. It is considered as a non-financial public sector the federal, state and municipal direct administrations, indirect administrations, the public social security system and the federal, state and municipal non-financial state enterprises, except the companies of the Petrobras Group and the Eletrobras Group . It is also considered the company Itaipu Binacional. Also included in the concept of nonfinancial public sector are public funds that do not have the characteristics of financial intermediaries, that is, those whose source of funds consists of fiscal or parafiscal contributions. The Central Bank is included in the calculation of net debt because it transfers its result automatically to the National Treasury. The Net Debt of the Public Sector (DLSP) is used as the basis for the calculation of the 'below-the-line' public deficit. The DLSP is defined as the balance between debts and credits of the nonfinancial public sector and the Central Bank. The balances are determined by the accrual criteria, that is, the appropriation of charges is accounted for pro rata, regardless of the occurrence of releases or reimbursements in the period. Any accounting records that do not use this criterion are corrected to maintain the homogeneity of the calculation. [COVID-19-IMPACT]
